How long is the healing process for a herniated disc at the T1-T2 level, if a person goes to phyical therapy?  Most info available is for cervical and lumbar herniations.  I have already seen a chiropractor and one physical therapist, and am still suffering from pain.

There is no set answer to this question.  You need to see an orthopedist who specializes in spinal injuries such as herniation or a neuro surgeon.   Based upon your question, I do not believe that you have seen either.  The severity the deformity must be assessed and treated accordingly, which may include PT and chiropractic care

Epidurals can eliminate your pain done by an expert, usually a pain-management doctor or an anaesthesiologist trained in this. Should be done with a  fluroscope to b e sure the right level is done. Then P.T. is very helpful to stretch the tight muscles and strengthen the weak muscles after an initial evaluation to address both of these issues. This is a must to prevent the return of your pain. Usually the scapula and cervical muscles are weakened and any pain that radiated down your arm compromised the strength of that arm.

Good luck.
