Seeking your assistance with respect to obtaining a lender (preferable self-insured) who can secure a 90% LTV or an 80/10/10 non-conforming (jumbo) loan with the following criteria:

The property is located in Westchester County; which has been designated a "declining market".  The purchase price is $539,000 and have submitted a 10% down payment.  My credit score of 800 plus with a 39% DTI.  I signed the purchase and sale agreement ("P&S") in late February 2009 and am targeting a mid-April closing date.  We have been trying to secure  alternate funding options.  Kindly note the property is not FHA approved and is a condominium (townhouse style).  Further, the unit will be my primary residence and the recent appraisal amount was $545K.  The challenge has been securing PMI.  Kindly provide any suggestions on loan institutions or other avenues to secure a loan in the next 30 days.  Any help would be greatly appreciated.

There are lenders that will do apot approvals on condos for FHA. That meaning if the condo is not on the FHA approved list they will still review the condo and approve it depending on each file criteria. Procuring PMI for loans is getting progressively more difficult as insurers are becoming more conservative.  Some banks will arrange the PMI financing for you if they approve your loan. 

The information you provided indicates that you are a good prospect for financing, but there are additional pieces of information that the banks will require in determining whether they will approve you.

You should also note that many of the lenders are reviewing loan applications very slowly.  It may not be realistic in today's mortgage market to expect to be able to close in 30 days.
