I am a single parent. I have a chronically sick child who requires a lot of hands on care, if she goes to school at all, she rarely manages to last the whole day and I have to pick her up.  
I lost my job a year ago, (not being able to keep up with all of my responsibilities) and although have interviewed several times and been offered positions twice I can never start the job due to her needs. I have tried diligently to keep up with credit card and loan payments but now I cannot keep up anymore and I haven't even paid my rent in full for February. I owe 2 months on all of my utility bills. I am beginning to think that I have no choice but to file for bankruptcy but I do not know if there are other/better options. I do not know where to start or who to talk to. I have approx. $60,000 in debt. I do not own property. I have an old car worth approx. $2000. I cashed in my modest Roth IRA earlier last year and there is nothing left now. I plan to go to DSS to see if I am entitled to any kind of assistance. (I do have state medical insurance for us both)Any advice or direction would be very much appreciated!

It does appear that you can file for Chapter 7 bankruptcy whereby you do not have to pay your credit cards and/or loan repayments.  The first step is if you have not done so already, you need to stop using your credit cards.  Then once you have decided to file for Bankruptcy don't pay the credit cards anymore.
