Hi. I have a Toshiba laptop M115. It suddenly stopped working and although would turn on, the screen remained black. I ontacted Toshiba and they sent me a Recovery CD. It did not work so then I was told to purchase a new hard drive. I did and installed that as well and while doing recovery it stopped midway and stated that I had "SYSTEM RECOVERY ERROR: 10e7160017 . I have no idea what that means and am not repair savvy. Please help !

Several problems can cause this to happen.

It could be a setting in the BIOS is causing the problem.  If it is not the bios then you might have a problem with the motherboard or RAM.

That is my best guess with out being able to test the laptop thoroughly.
