They said to me that the court will send me a document. Is it possible i can have the case transfered to a New York court? And also should i plead guilty because i was caught red handed? the board was about $400 and i would rather pay a fine then do community service should i seek legal aid for a crime this small or should i find a lawyer because im in deeper than i think?

First, you cannot transfer this case to a court in New York.   The alleged crime took place in Pennsylvania, so Pennsylvania has jurisdiction

Second, do NOT plead guilty and do NOT speak with the police.  They are NOT out to help you, they are out to get a conviction.  They have to prove the case, not you, and they may not be able to.  If you decide to plead guilty later as part of a plea bargain, you can always change your plea.

Get yourself a local criminal attorney in Pennsylvania and let him or her handle the matter for you.

If you get in trouble in New York or have any other legal issues, call our firm, Bertine Hufnagel at 914-472-7700.  www.bertinehufnagel.com

Good luck.
