I have a two story townhouse with attic. Approx. 40 years old.  The current insulation in attic is old and insufficient. What type of insulation is best? Blown in or batts?

Either type can provide the appropriate R-value.  Be sure that the floor gets insulated and not the roof, since this is a big mistake people make insulating attics!  An attic is designed to be a cold space, so the insulation belongs on the floor, and you can put plywood or other flooring over it for storage. 

If you plan to use the attic as heated living space, the roof gets insulated but it has to be done in a way that allows the sheathing on the roof to breathe, or it will evenutally rot.

An insulation specialist should look at your space and help you decide.  If you are doing this yourself, and the ceiling joists are exposed, laying down batts is relatively easy, though insulation isn't much fun to work with and you should buy a disposable jumpsuit and wear a mask and gloves.
