If someone has a tear of the sheath surrounding the upper quad muscle, is there any procedure to correct it? or is it a chronic injury that I'm stuck with forever?

Thank you for your question.  A licensed physical therapist is your best option for treating this particular injury. While most muscle sheaths will repair gradually, scar tissue can develop as well as muscle tension.  If these issues are not addressed, joint restriction and further injury may result.

Physical therapy treatment for a torn muscle sheath typically involves ultrasound, heat/ice (as indicated), stretching, soft tissue mobilization and gradual strengthening.  If you are unable to participate in any leisure activities or sports, PT can incorporate functional strength and sport specific training for your safe return to all activities.  Another service we can provide is a postural analysis in order to reduce the likelihood of re-injury.

Physical therapy can definitely help. When to initiate therapy depends on the grade of the tear, level of the tear, date of the accident, age and current health of the person. In most cases therapy can help. Speak to your doctor to see if they feel therapy would be appropriate at this time. We are available to answer any of your questions.

It depends on how bad the tear is and exactly where it is. There are 4 heads to the quadriceps and varying degrees of tears. Also how chronic or acute the problem is affects the outcome. Sometimes therapy and specific  weight training  can help the problem. 
In my office we have treated similar situations through different therapuetic modalities and weight training.
I am a sports chiropractor and deal with many sports injuries of varying degrees. I have  different treatment options that  we offer, including on site rehab gym.
It's hard to give an exact answer without examination and doing proper testing.
